Narrative:

During turn out from the gate; a ramp tug with baggage carts darted in front of the aircraft and passed under the nose forward of the nosewheel. I applied brakes. Indicated ground speed was 4 KTS. There were no injuries in the cabin from the sudden stop. There are painted vehicle lanes parallel to the concourse. Sometimes vehicles in these lanes boldly pass in front of departing aircraft with the apparent misconception that planes will not encroach into the painted lanes. There are also painted vehicle lanes between the concourses. The tug in question was in these lanes as it passed under the aircraft nose.

Title: B757-200 CAPT RPTS A NEAR MISS OF A TUG AND BAGGAGE CART WHILE DEPARTING THE GATES. RPTR FEELS SOME DRIVERS AT ORD FAIL TO YIELD TO TAXIING ACFT WHEN TRAVELING DESIGNATED VEHICLE LANES THAT CROSS TAXI RTES.
