Narrative:

Departed gai IFR flight plan gai-abe. Gai; uncontrolled field; no tower; inside ADIZ; not class B; altitude restr 3500 ft to 10000 ft. VHF radio problem unable to reach potomac approach on 126.1 for clearance or transponder code on ground; asked for transponder code immediately after takeoff before reaching 2500 ft MSL. NOTAMS were read and understood regarding ADIZ. When unable to talk to potomac approach on ground we should have shut down the engines; walked into FBO and used telephone for clearance; void time; and transponder code. One fix would be to copy outbound clearance; void time before landing gai while in the air from potomac approach 126.1.

WHEN UNABLE TO TALK TO POTOMAC APCH ON GND WE SHOULD HAVE SHUT DOWN THE ENGS; WALKED INTO FBO AND USED TELEPHONE FOR CLRNC; VOID TIME; AND XPONDER CODE. ONE FIX WOULD BE TO COPY OUTBOUND CLRNC; VOID TIME BEFORE LNDG GAI WHILE IN THE AIR FROM POTOMAC APCH 126.1.
