Narrative:

I had filed 2 IFR flight plans on-line using my commercial flight software. They were accepted with no problems that I could tell. After starting both engines at cho; I called ground control and requested IFR clearance to iad. The controller replied that no flight plan was on file. This is twice that has happened in less than 30 days. The first time was on a trip cho to sln to hnd (las vegas; nv). The first time was no problem because I had a cellular phone with me and I filed it again; this time I did not. I asked the controller if he could help me out. His reply was that he could do nothing and that it would have to be filed again. I asked if he could set up flight following with potomac approach and departure control. Reply was no. He did tell me that he would advise potomac that I was coming. It was a clear day with good visibility. At this point I decided to go VFR. I called potomac once I was in the air and I was assigned a transponder code and assigned a heading. I was handed off to potomac approach that controls washington dulles traffic and I was asked if I had an ADIZ flight plan on file. I said no; that I had an IFR flight plan on file and it was lost in the system somewhere. I was on a vector and given a descent to 4000 ft. I was vectored onto the localizer and issued approach clearance. I don't fly VFR much anymore. VFR flts in this aircraft have the past 5 yrs; for the most part; been limited to maintenance flts only. At the time when I decided to go ahead and make the flight VFR I did not even think about an ADIZ flight plan. If the approach controller had not asked me if I had filed an ADIZ flight plan; I would have never thought about it. I was allowed to enter the class B airspace and land at iad.
