Narrative:
Working ground control position; aircraft #1; C152 was taxiing eastbound on the north taxiway to the end of runway 26R at brackett airport. Aircraft #2; also a C152; exited runway 26R at taxiway east. The 2 planes are now facing each other quite a distance apart but the taxiway is not wide enough to allow for the 2 planes to pass opposite direction. I requested local control use of the north runway to allow for a back taxi operation. At this point the tower chief demanded that I taxi the aircraft through a non-movement area; something I try to avoid. I could not find a reference in the 7110.65 that allows me to control an aircraft through a non-movement area. In this case the tower chief created an unsafe situation. Demanded that I work the airplanes the way he tells me; and does this while being distracting to the operation.

Title: POC CTLR EXPRESSED CONCERN REGARDING A SUPVR CTLR'S COMMENTS ABOUT TAXI PROCS BEING UTILIZED WHICH CAUSED A DISTR.
Narrative: WORKING GND CTL POS; ACFT #1; C152 WAS TAXIING EBOUND ON THE N TXWY TO THE END OF RWY 26R AT BRACKETT ARPT. ACFT #2; ALSO A C152; EXITED RWY 26R AT TXWY E. THE 2 PLANES ARE NOW FACING EACH OTHER QUITE A DISTANCE APART BUT THE TXWY IS NOT WIDE ENOUGH TO ALLOW FOR THE 2 PLANES TO PASS OPPOSITE DIRECTION. I REQUESTED LCL CTL USE OF THE N RWY TO ALLOW FOR A BACK TAXI OP. AT THIS POINT THE TWR CHIEF DEMANDED THAT I TAXI THE ACFT THROUGH A NON-MOVEMENT AREA; SOMETHING I TRY TO AVOID. I COULD NOT FIND A REF IN THE 7110.65 THAT ALLOWS ME TO CTL AN ACFT THROUGH A NON-MOVEMENT AREA. IN THIS CASE THE TWR CHIEF CREATED AN UNSAFE SITUATION. DEMANDED THAT I WORK THE AIRPLANES THE WAY HE TELLS ME; AND DOES THIS WHILE BEING DISTRACTING TO THE OP.
