Narrative:
When fueler opened the external fueling panel; all fueling switches were in the 'on' position. Apparently left out of position at previous fueling. Callback conversation with reporter revealed the following information: the reporter stated with the refueling valves left in the open position there is no cockpit indication of the valve position. The refueling panel door; however; will alert the cockpit if left open. This airplane was fueled by a contract fueler.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED WITH THE REFUELING VALVES LEFT IN THE OPEN POS THERE IS NO COCKPIT INDICATION OF THE VALVE POS. THE REFUELING PANEL DOOR; HOWEVER; WILL ALERT THE COCKPIT IF LEFT OPEN. THIS AIRPLANE WAS FUELED BY A CONTRACT FUELER.
