Narrative:

ZTL assumes avl airspace from 2300 to 0630. Most of the airspace is below radar coverage and radio coverage is spotty. We use the same frequency to control clt arrs on the shine arrival. An arrival rush to clt starts at 0550 to 0600. Aircraft X calls for clearance from avl to clt at 0600. Issued edc of 0620. Due to number of aircraft inbound; I wind up holding for clt. In the middle of the push; aircraft asks about delay. I tell him I'm currently holding for clt. Pilot wants to argue. I tell him the longer I talk to him; the longer it takes to get out of holding. Pilot is obviously angry. So am I. Two more aircraft call for clearance off avl. FSS calls wrong sector for clearance off avl. Pilot calls on frequency and I tell him to call FSS so d-side can clear him off frequency. Pilot says FSS told him to call me. Situation is out of control. I finally get out of holding and clear aircraft X off avl -- one minute after edc of 0620. Pilot misses clearance and I have to restate it. Receive late handoff on aircraft Y inbound avl at 9000 ft. Aircraft X departing avl cleared to 9000 ft. No positive separation provided. Fortunately aircraft X departs runway 16 away from aircraft Y. Avl approach needs to open in time to handle these 3-4 scheduled flts. Pilots need to call FSS for clearance instead of tying up busy ATC frequency.
