Narrative:
The cargo door warning system for the forward door was deferred. The door was verified closed by 2 people at the gate. Just after rotation we felt a slight thump and a rumble. We assumed it to be the cargo door; declared an emergency and returned to the airport. At the gate the door was found open; the handle locked.

Title: CRJ700 FLT CREW HAS CARGO DOOR OPEN INFLT.
Narrative: THE CARGO DOOR WARNING SYS FOR THE FORWARD DOOR WAS DEFERRED. THE DOOR WAS VERIFIED CLOSED BY 2 PEOPLE AT THE GATE. JUST AFTER ROTATION WE FELT A SLIGHT THUMP AND A RUMBLE. WE ASSUMED IT TO BE THE CARGO DOOR; DECLARED AN EMER AND RETURNED TO THE ARPT. AT THE GATE THE DOOR WAS FOUND OPEN; THE HANDLE LOCKED.
