Narrative:
While hand propping the plane; it moved -- striking a fuel truck parked nearby. The problem arose because the plane would not start with the electrical/mechanical starter. Prior to attempting start; the brakes were set and locked. The brakes failed to hold the airplane after start; although the brake handle remained in the locked position. Contributing factors include the unavailability of ready assistance; the difficulty in hand-starting a C172; lack of a checklist regarding hand cranking; the unavailability of chocks or other restraints for the plane.

Title: UPON HAND PROPPING A C172; PLT HAS ACFT START; MOVE; AND IMPACT A FUEL TRUCK.
Narrative: WHILE HAND PROPPING THE PLANE; IT MOVED -- STRIKING A FUEL TRUCK PARKED NEARBY. THE PROB AROSE BECAUSE THE PLANE WOULD NOT START WITH THE ELECTRICAL/MECHANICAL STARTER. PRIOR TO ATTEMPTING START; THE BRAKES WERE SET AND LOCKED. THE BRAKES FAILED TO HOLD THE AIRPLANE AFTER START; ALTHOUGH THE BRAKE HANDLE REMAINED IN THE LOCKED POS. CONTRIBUTING FACTORS INCLUDE THE UNAVAILABILITY OF READY ASSISTANCE; THE DIFFICULTY IN HAND-STARTING A C172; LACK OF A CHKLIST REGARDING HAND CRANKING; THE UNAVAILABILITY OF CHOCKS OR OTHER RESTRAINTS FOR THE PLANE.
