Narrative:

We were scheduled for an almost 14 hour duty day followed by scheduled reduced rest; 8 hours due to delays. Our duty day became 15 hours 2 mins. Hold times on the phone to crew tracking exceeded 30 mins. Our flight attendant got through first and was told we did not need compensatory rest. I had to call back and was told the same thing. So I asked to speak to a 'lead.' they would not talk to me; but got a chief pilot on conference call instead. The chief pilot said we did not need 9 hours of 'look back' rest in the last 24 hours. I cited the page number in the union flight guide that deals with rest and duty limitations. I asked him to study that and realize he was ordering us to go 2 days in a row with less than 9 hours of 'look back' rest. He called back 45 mins later and said he just got off the phone with our 'fed' and said our fed knows of some regulation which states we are not entitled to compensatory rest until our duty day exceeds 15 hs 16 mins. He once again ordered us to show at the original time. Chief pilot told me he had asked for a reference; and would forward that to me. 9 days later I still do not have that reference; so in case such an interpretation does not exist; I am sending in this narrative. Nowhere do I see that regular rest is 8 hours 44 mins for 8 hours or less of flight time. Also; I interpretation that postflt duties are not rest so our duty day does not end when we block in. We are required to show 45 mins prior to departure and our duty day always ends 25 mins post block-in. This is to allow for preflight and postflt duties which are required by our company and the regulations. That time is not rest.

Title: FLT CREW HAS CONCERNS WITH FATIGUE AND COMPENSATORY REST POLICY.

CHIEF PLT TOLD ME HE HAD ASKED FOR A REF; AND WOULD FORWARD THAT TO ME. 9 DAYS LATER I STILL DO NOT HAVE THAT REF; SO IN CASE SUCH AN INTERP DOES NOT EXIST; I AM SENDING IN THIS NARRATIVE. NOWHERE DO I SEE THAT REGULAR REST IS 8 HRS 44 MINS FOR 8 HRS OR LESS OF FLT TIME. ALSO; I INTERP THAT POSTFLT DUTIES ARE NOT REST SO OUR DUTY DAY DOES NOT END WHEN WE BLOCK IN. WE ARE REQUIRED TO SHOW 45 MINS PRIOR TO DEP AND OUR DUTY DAY ALWAYS ENDS 25 MINS POST BLOCK-IN. THIS IS TO ALLOW FOR PREFLT AND POSTFLT DUTIES WHICH ARE REQUIRED BY OUR COMPANY AND THE REGS. THAT TIME IS NOT REST.
