Narrative:

With an approved MEL item; anti-skid inoperative; necessitating a landing runway requirement of 10300 ft in length; ZZZ was notified which runway would be required for landing. I was given a hold at intersection of 25 mins. After talking with dispatch to confirm my runway requirements I was notified by approach control that that runway would not be available unless I declared an emergency. Leaving me no other option I declared an emergency even though there was no emergency situation involved. A normal landing was made and we taxied to the gate.

Title: ZZZ REFUSES B757-200 THE USE OF RWY REQUIRED BY MEL ITEM UNLESS AN EMER IS DECLARED. FLT CREW DECLARES EMER AND LANDS UNEVENTFULLY.

Narrative: WITH AN APPROVED MEL ITEM; ANTI-SKID INOP; NECESSITATING A LNDG RWY REQUIREMENT OF 10300 FT IN LENGTH; ZZZ WAS NOTIFIED WHICH RWY WOULD BE REQUIRED FOR LNDG. I WAS GIVEN A HOLD AT INTXN OF 25 MINS. AFTER TALKING WITH DISPATCH TO CONFIRM MY RWY REQUIREMENTS I WAS NOTIFIED BY APCH CTL THAT THAT RWY WOULD NOT BE AVAILABLE UNLESS I DECLARED AN EMER. LEAVING ME NO OTHER OPTION I DECLARED AN EMER EVEN THOUGH THERE WAS NO EMER SITUATION INVOLVED. A NORMAL LNDG WAS MADE AND WE TAXIED TO THE GATE.
