Narrative:

First officer was the PF on a visual approach to runway 12. When he called for flaps 1 degree; I put the handle to that position and immediately got an ECAM saying the wingtips brakes had activated and the slats were locked out. We elected to go around and informed the tower. We were sent back to approach control and received delaying vectors and I declared an emergency and requested the fire trucks be standing by on landing. I asked for an extended final approach to a runway other than runway 12 because the runway 12 ILS was notamed out. I sent a message to dispatch of our situation and intention to declare an emergency. I contacted the purser and told her this was a cabin advisory; informed her of the situation and time to landing. We then accomplished the ECAM checklist; slowed and put the flaps to 3 degrees on downwind to make sure they worked and were vectored to about a 12 mi final approach on runway 19R. Approach and landing by the first officer were normal. After clearing the runway we stopped to have our brakes checked by the fire department. (Our brake temperatures never got above 220 degrees.)

Title: AN A320 PLT RPTS A SLAT WINGTIP BRAKE ACTIVATION. AN EMER WAS DECLARED FOLLOWED BY A NORMAL LNDG.

Narrative: FO WAS THE PF ON A VISUAL APCH TO RWY 12. WHEN HE CALLED FOR FLAPS 1 DEG; I PUT THE HANDLE TO THAT POS AND IMMEDIATELY GOT AN ECAM SAYING THE WINGTIPS BRAKES HAD ACTIVATED AND THE SLATS WERE LOCKED OUT. WE ELECTED TO GO AROUND AND INFORMED THE TWR. WE WERE SENT BACK TO APCH CTL AND RECEIVED DELAYING VECTORS AND I DECLARED AN EMER AND REQUESTED THE FIRE TRUCKS BE STANDING BY ON LNDG. I ASKED FOR AN EXTENDED FINAL APCH TO A RWY OTHER THAN RWY 12 BECAUSE THE RWY 12 ILS WAS NOTAMED OUT. I SENT A MESSAGE TO DISPATCH OF OUR SITUATION AND INTENTION TO DECLARE AN EMER. I CONTACTED THE PURSER AND TOLD HER THIS WAS A CABIN ADVISORY; INFORMED HER OF THE SITUATION AND TIME TO LNDG. WE THEN ACCOMPLISHED THE ECAM CHKLIST; SLOWED AND PUT THE FLAPS TO 3 DEGS ON DOWNWIND TO MAKE SURE THEY WORKED AND WERE VECTORED TO ABOUT A 12 MI FINAL APCH ON RWY 19R. APCH AND LNDG BY THE FO WERE NORMAL. AFTER CLRING THE RWY WE STOPPED TO HAVE OUR BRAKES CHKED BY THE FIRE DEPT. (OUR BRAKE TEMPS NEVER GOT ABOVE 220 DEGS.)
