Narrative:

On jun/xa/06; ZZZ maintenance called and asked the maintenance operations if air carrier X required a functional check flight non-ETOPS verification flight/6060 fl restr message. The reason they asked is ZZZ maintenance had just replaced the left engine idg for leaking. I asked ZZZ maintenance if they had done any work on the right engine and they said no. With this information I told them no functional check flight/non-ETOPS verification flight/6060 flight restr message was required. What I failed to realize was the aircraft had previously been OTS for a scheduled l-hand engine change and the aircraft had not flown since the engine change. I had just returned back to work after 2 days off and the aircraft was returned to service at XA45 on jun/xb/06. Now this morning I have been informed that the functional check flight/non-ETOPS verification flight/6060 flight restr message was required. Per gpm there is a note that reads; 'a functional check flight is required only if the newly installed engine did not receive a test cell certification run; or if a critical component has been replaced on an engine after it has received a test cell run.' not realizing the aircraft had been OTS for an engine change and ZZZ maintenance not reminding me of this; I inaccurately informed ZZZ maintenance and was not in compliance with the gpm. The aircraft departed ZZZ on flight to ZZZ1 without a logbook entry releasing the aircraft to extended twin operation service for verification flight requirements for aircraft utilized in ETOPS operation. The first 60 mins of the flight must be within 60 mins of a suitable landing airport due to repair of the l-hand idg on a newly installed test cell ran engine. Note: I did follow up with operations and they tell me the aircraft did depart on a routing that it was within 60 mins of a suitable landing spot for the first 60 mins of the flight. Reviewed gpm section and looked for recent engine change when approached about if a 60/60 message is required.

WHAT I FAILED TO REALIZE WAS THE ACFT HAD PREVIOUSLY BEEN OTS FOR A SCHEDULED L-HAND ENG CHANGE AND THE ACFT HAD NOT FLOWN SINCE THE ENG CHANGE. I HAD JUST RETURNED BACK TO WORK AFTER 2 DAYS OFF AND THE ACFT WAS RETURNED TO SVC AT XA45 ON JUN/XB/06. NOW THIS MORNING I HAVE BEEN INFORMED THAT THE FUNCTIONAL CHK FLT/NON-ETOPS VERIFICATION FLT/6060 FLT RESTR MESSAGE WAS REQUIRED. PER GPM THERE IS A NOTE THAT READS; 'A FUNCTIONAL CHK FLT IS REQUIRED ONLY IF THE NEWLY INSTALLED ENG DID NOT RECEIVE A TEST CELL CERTIFICATION RUN; OR IF A CRITICAL COMPONENT HAS BEEN REPLACED ON AN ENG AFTER IT HAS RECEIVED A TEST CELL RUN.' NOT REALIZING THE ACFT HAD BEEN OTS FOR AN ENG CHANGE AND ZZZ MAINT NOT REMINDING ME OF THIS; I INACCURATELY INFORMED ZZZ MAINT AND WAS NOT IN COMPLIANCE WITH THE GPM. THE ACFT DEPARTED ZZZ ON FLT TO ZZZ1 WITHOUT A LOGBOOK ENTRY RELEASING THE ACFT TO EXTENDED TWIN OP SVC FOR VERIFICATION FLT REQUIREMENTS FOR ACFT UTILIZED IN ETOPS OP. THE FIRST 60 MINS OF THE FLT MUST BE WITHIN 60 MINS OF A SUITABLE LNDG ARPT DUE TO REPAIR OF THE L-HAND IDG ON A NEWLY INSTALLED TEST CELL RAN ENG. NOTE: I DID FOLLOW UP WITH OPS AND THEY TELL ME THE ACFT DID DEPART ON A ROUTING THAT IT WAS WITHIN 60 MINS OF A SUITABLE LNDG SPOT FOR THE FIRST 60 MINS OF THE FLT. REVIEWED GPM SECTION AND LOOKED FOR RECENT ENG CHANGE WHEN APCHED ABOUT IF A 60/60 MESSAGE IS REQUIRED.
