Narrative:

Atl was running simultaneous approachs in VFR conditions to the south runways at atl; runways 28 (new) and 27L. Entering the atl approach airspace; this crew was told to expect to land on runway 27L. The crew changed the FMS approach from runway 28 to the anticipated runway 27L runway with the associated localizer frequency 108.5. First officer was flying. We were switched to the first controller at 118.35 with no word of change of a different approach to runway 28. Thus; we remained set up for runway 27L. Cleared to descend to 4500 ft MSL and cleared to turn base. Subsequently cleared by final to join the localizer outside the FAF -- depot. There is a great deal of radio traffic between final and an aircraft in front of us. The aircraft is on the ILS approach for runway 27L when informed to change to runway 28. The other aircraft asks for and receives the ILS frequency for runway 27; 111.75. During the above scenario; I noticed a TCAS symbol directly above my aircraft +1000 ft. We were both on the localizer for runway 27L with about 1800 ft separation and descending. I cannot remember one assigned altitude. I 'believe' I asked the final controller about the aircraft above and was told to descend and turn immediately off the localizer. We turned and descended to 2800 ft MSL. Final cleared us to join localizer for runway 28 and gave us frequency 111.75. Switched to tower and cleared to land on runway 28. On short final and wanting further verification; I asked for landing clearance; tower cleared us to land on runway 27L(?) tower quickly realized that was not correct and verified runway 28 landing clearance.

ON SHORT FINAL AND WANTING FURTHER VERIFICATION; I ASKED FOR LNDG CLRNC; TWR CLRED US TO LAND ON RWY 27L(?) TWR QUICKLY REALIZED THAT WAS NOT CORRECT AND VERIFIED RWY 28 LNDG CLRNC.
