Narrative:
I was en route to delano to do surveillance of known suspects. I was level at 3500 ft. When the controller called out traffic alert 1 O'clock position; we looked and I had to take evasive action by diving the plane. I dove 200 ft in 5 seconds. The regional jet; from air carrier Y flight; flew directly over 'fkad.'
