Narrative:

Separation was lost between 2 dtw departures climbing wbound. The front aircraft; air carrier X at 16000 ft; had been given normal speed (given by dtw) but had reduced to 260 KTS for turbulence. Air carrier Y was handed off at 'normal speed' given by dtw and increased to 320 KTS. ZOB controller then climbed him to 15000 ft. Air carrier Y overtook air carrier X. Sector was extremely busy and complex. Controller descended air carrier X to 11000 ft and separation was lost.
