Narrative:

Frequency congestion at sector R42 did not allow one of the aircraft to check in when first xferred by mia approach. Aircraft X appears to have not adhered to aim recommendations for rate of descent/advising ATC; but; in fairness; again; the frequency was too congested to make this practical. Mia approach rarely answers voice lines in a prompt manner; which is building a culture that 'works around' this fact. ZMA previously had cpdlc (data link). This program was terminated. If some of the approximately 16 aircraft on frequency (even one) were using cpdlc; it would have helped.

Narrative: FREQ CONGESTION AT SECTOR R42 DID NOT ALLOW ONE OF THE ACFT TO CHK IN WHEN FIRST XFERRED BY MIA APCH. ACFT X APPEARS TO HAVE NOT ADHERED TO AIM RECOMMENDATIONS FOR RATE OF DSCNT/ADVISING ATC; BUT; IN FAIRNESS; AGAIN; THE FREQ WAS TOO CONGESTED TO MAKE THIS PRACTICAL. MIA APCH RARELY ANSWERS VOICE LINES IN A PROMPT MANNER; WHICH IS BUILDING A CULTURE THAT 'WORKS AROUND' THIS FACT. ZMA PREVIOUSLY HAD CPDLC (DATA LINK). THIS PROGRAM WAS TERMINATED. IF SOME OF THE APPROX 16 ACFT ON FREQ (EVEN ONE) WERE USING CPDLC; IT WOULD HAVE HELPED.
