Narrative:
I had flown another pilot to pick up an airplane. On the return trip; I filed VFR but neglected to list an actual time of arrival. I found I had a strong headwind and stopped short of my destination to re-fuel and get a WX update. When I called the FSS; I was informed that it was past my arrival time; which had apparently been filled in by the briefer; and the search and rescue teams were looking for me. I had flight following until I landed but hadn't canceled the flight plan since I was not yet home. Lesson learned: always give your own time of arrival and update it if delayed.

Title: A C172 PLT ENCOUNTERING STRONG WINDS STOPPED ENRTE FOR FUEL AND WHEN REFILING VFR WAS TOLD HE FAILED TO CLOSE OUT A FLT PLAN WITH A PAST DUE ETA FILED BY THE PREVIOUS BRIEFER.
Narrative: I HAD FLOWN ANOTHER PLT TO PICK UP AN AIRPLANE. ON THE RETURN TRIP; I FILED VFR BUT NEGLECTED TO LIST AN ACTUAL TIME OF ARR. I FOUND I HAD A STRONG HEADWIND AND STOPPED SHORT OF MY DEST TO RE-FUEL AND GET A WX UPDATE. WHEN I CALLED THE FSS; I WAS INFORMED THAT IT WAS PAST MY ARR TIME; WHICH HAD APPARENTLY BEEN FILLED IN BY THE BRIEFER; AND THE SEARCH AND RESCUE TEAMS WERE LOOKING FOR ME. I HAD FLT FOLLOWING UNTIL I LANDED BUT HADN'T CANCELED THE FLT PLAN SINCE I WAS NOT YET HOME. LESSON LEARNED: ALWAYS GIVE YOUR OWN TIME OF ARR AND UPDATE IT IF DELAYED.
