Narrative:

Flight was a repos to ont. At 6000 ft en route on V8 almost over pdz VOR; crew received an RA to descend. We began an immediate descend and called socal to report the RA with no response. Captain continued descent to about 5200 ft with aircraft passing overhead with 700 ft separation according to TCAS. No visual was ever obtained. Continued calls to socal were not answered using VHF #2 and resetting the frequency. Tried guard on VHF #1 several times with no response either. Eventually; we recycled the VHF #2 circuit breaker and switched to ont tower frequency on VHF #2. Tower responded immediately. No one ever responded on guard in-flight using VHF #1. VHF #1 worked first time on the ground after landing.

Narrative: FLT WAS A REPOS TO ONT. AT 6000 FT ENRTE ON V8 ALMOST OVER PDZ VOR; CREW RECEIVED AN RA TO DSND. WE BEGAN AN IMMEDIATE DSND AND CALLED SOCAL TO RPT THE RA WITH NO RESPONSE. CAPT CONTINUED DSCNT TO ABOUT 5200 FT WITH ACFT PASSING OVERHEAD WITH 700 FT SEPARATION ACCORDING TO TCAS. NO VISUAL WAS EVER OBTAINED. CONTINUED CALLS TO SOCAL WERE NOT ANSWERED USING VHF #2 AND RESETTING THE FREQ. TRIED GUARD ON VHF #1 SEVERAL TIMES WITH NO RESPONSE EITHER. EVENTUALLY; WE RECYCLED THE VHF #2 CIRCUIT BREAKER AND SWITCHED TO ONT TWR FREQ ON VHF #2. TWR RESPONDED IMMEDIATELY. NO ONE EVER RESPONDED ON GUARD INFLT USING VHF #1. VHF #1 WORKED FIRST TIME ON THE GND AFTER LNDG.
