Narrative:

Mase is the realignment of rtes; sectors; procedures to enhance traffic flows in to and out of many busy airports and affects multiple facilities including ZOB. Area 8 currently has 5 of 7 sectors that will undergo major changes from mase implementation. These changes include boundary change; shelf airspace; new pdar and SID as well as significantly changed traffic flows. This will be one of the most significant changes I have seen in nearly 24 yrs. Yet the training for this change has been haphazard and inadequate. We received vastly more training last yr for drvsm yet we all used 1000 ft already. The mase training consists of 2 hours self study of charts; LOA's; SOP's; SID's and STAR's coupled with 6 hours of dysim training on problems that were only created 2 weeks ago and do not adequately depict the many forthcoming changes. A controller who has an error will receive more training than we are getting before hand. We have been told mase will be implemented soon. For a busy facility with this many changes and very little training this seems like a recipe for disaster.

Title: VETERAN CTR CTLR BELIEVES TRAINING PROVIDED FOR THE TRANSITION TO A REVISED ALIGNMENT OF RTES; SECTORS; AND PROCS FOR MULTIPLE FACILITIES IN ZOB IS INADEQUATE.

Narrative: MASE IS THE REALIGNMENT OF RTES; SECTORS; PROCS TO ENHANCE TFC FLOWS IN TO AND OUT OF MANY BUSY ARPTS AND AFFECTS MULTIPLE FACILITIES INCLUDING ZOB. AREA 8 CURRENTLY HAS 5 OF 7 SECTORS THAT WILL UNDERGO MAJOR CHANGES FROM MASE IMPLEMENTATION. THESE CHANGES INCLUDE BOUNDARY CHANGE; SHELF AIRSPACE; NEW PDAR AND SID AS WELL AS SIGNIFICANTLY CHANGED TFC FLOWS. THE MASE TRAINING CONSISTS OF 2 HRS SELF STUDY OF CHARTS; LOA'S; SOP'S; SID'S AND STAR'S COUPLED WITH 6 HRS OF DYSIM TRAINING ON PROBS THAT WERE ONLY CREATED 2 WKS AGO AND DO NOT ADEQUATELY DEPICT THE MANY FORTHCOMING CHANGES. A CTLR WHO HAS AN ERROR WILL RECEIVE MORE TRAINING THAN WE ARE GETTING BEFORE HAND. WE HAVE BEEN TOLD MASE WILL BE IMPLEMENTED SOON. FOR A BUSY FACILITY WITH THIS MANY CHANGES AND VERY LITTLE TRAINING THIS SEEMS LIKE A RECIPE FOR DISASTER.
