Narrative:

I had aircraft X on a vector to keep him in an 8500 ft MVA. I was working 'sat and gnt' sectors combined and handed the aircraft off to the dag sector. The dag controller turned the aircraft east into a 9500 ft MVA and the low altitude alarm sounded. He then climbed and turned the aircraft to a lower MVA. Supplemental information from acn 697112: on initial contact; aircraft X IFR to hnd was on a southeast heading and reported in at 10000 ft. I turned the aircraft to a 100 degree heading vector for visual approach to hnd airport. As I was scanning; I noticed aircraft X descending through 9500 ft. I asked his assigned altitude. He stated it was 8500 ft. He was in proximity of mount potosi which has a 9500 ft MVA. I immediately turned him right to heading 130 degrees and climbed him to 9500 ft. I did this just prior to low altitude alert going off. Upon review of tape; aircraft X reported in 10200 ft descending to 8500 ft and I missed it. The controller who gave me the handoff was decertified for not coordinating the heading and altitude.

Title: L30 CTLR DESCRIBED INCIDENT WHEN ACFT WAS RECEIVED FROM ANOTHER SECTOR; THE ASSIGNED ALT MISSED AND A NEAR MVA VIOLATION OCCURRED.

AS I WAS SCANNING; I NOTICED ACFT X DSNDING THROUGH 9500 FT. I ASKED HIS ASSIGNED ALT. HE STATED IT WAS 8500 FT. HE WAS IN PROX OF MOUNT POTOSI WHICH HAS A 9500 FT MVA. I IMMEDIATELY TURNED HIM R TO HDG 130 DEGS AND CLBED HIM TO 9500 FT. I DID THIS JUST PRIOR TO LOW ALT ALERT GOING OFF. UPON REVIEW OF TAPE; ACFT X RPTED IN 10200 FT DSNDING TO 8500 FT AND I MISSED IT. THE CTLR WHO GAVE ME THE HDOF WAS DECERTIFIED FOR NOT COORDINATING THE HDG AND ALT.
