Narrative:

Aircraft X checked on frequency requesting 10000 ft. Aircraft X was previously cleared to FL190. I told aircraft X unable; but I could offer 13000 ft. Aircraft X then stated he had a pressure problem. I cleared aircraft X to maintain 10000 ft and asked if any assistance was needed. He said no. Aircraft X then asked for a present position hold; of which I acknowledged with a 'roger.' no hold clearance was issued as the aircraft was not in my airspace and coordination need to be effected. Aircraft X made a left turn anyway and separation was lost with a phl arrival east of the lrp VOR.

Title: ZNY CTLR EXPERIENCED OPERROR AT 10000 FT WHEN PLT'S REQUEST FOR HOLDING WAS 'ROGERED;' ACFT UNDERSTOOD THE REQUEST WAS APPROVED AND BEGAN A TURN; CONFLICTING WITH TFC IN ADJACENT SECTOR.

Narrative: ACFT X CHKED ON FREQ REQUESTING 10000 FT. ACFT X WAS PREVIOUSLY CLRED TO FL190. I TOLD ACFT X UNABLE; BUT I COULD OFFER 13000 FT. ACFT X THEN STATED HE HAD A PRESSURE PROB. I CLRED ACFT X TO MAINTAIN 10000 FT AND ASKED IF ANY ASSISTANCE WAS NEEDED. HE SAID NO. ACFT X THEN ASKED FOR A PRESENT POS HOLD; OF WHICH I ACKNOWLEDGED WITH A 'ROGER.' NO HOLD CLRNC WAS ISSUED AS THE ACFT WAS NOT IN MY AIRSPACE AND COORD NEED TO BE EFFECTED. ACFT X MADE A L TURN ANYWAY AND SEPARATION WAS LOST WITH A PHL ARR E OF THE LRP VOR.
