Narrative:
Normal preflight; taxi; takeoff from ZZZ. On gear retraction; I heard a loud clunk sound. Returning to the airport; I could not get a nose gear down and locked indication. I ran through the checklist -- no help. Tried positive G and manual gear extension -- no help. I flew a low approach and the tower confirmed that the nose gear appeared only partially extended. I declared an emergency; went through the poh again and then landed. The nose gear collapsed or provided no support during the landing. No injuries or other property damage. Damage to the nose; nose gear and both propellers. The most distracting thing was opening the passenger door before landing as suggested by the poh; way more disrupting than I expected.
Original NASA ASRS Text
Title: A C310 LANDED WITH THE NOSE GEAR PARTIALLY EXTENDED FOLLOWING A TKOF WITH AN UNUSUAL NOISE UPON GEAR RETRACTION. AN EMER WAS DECLARED.
