Narrative:

First officer was flying a normal approach to runway 22R ord. A normal landing ensued; wind correction added. I assumed control of the aircraft and applied brake pressure. Up to this point; we were on the centerline and I continued to apply brake pressure. I noticed degrading brake action with increasing left pedal inputs and no activation of antiskid. I continue to put more and more left pedal correction until I reach the left stop. The aircraft continued at a rapid pace to the right side of the runway with maximum braking effort being applied and no antiskid activation. Within seconds we were off the runway and came to a stop.
