Narrative:

Fwa airport has begun a runway reconstruction project that involves a partial runway closure and a landing threshold displacement that presents a very dangerous operation for both aircraft and construction personnel. Runway 23 has a displaced threshold of 3900 ft and supposedly the northeast 1700 ft is closed; however; no NOTAM has been issued as of this date and the closure has been in effect for over 4 hours. Additionally; approximately 2200 ft of the open; but displaced portion of runway 23 is totally unlit. But aircraft are being allowed to use this unlit portion for takeoff on runway 23 and landing on runway 5 at night. I would recommend the entire northeast 3900 ft of runway 23 be notamed closed. This issue has been brought to the attention of the shift supervisor; but no action has yet been taken.

Title: FWA CTLR EXPRESSED CONCERN REGARDING ARPT'S NOTAM ISSUANCE POLICY AND RWY DISPLACEMENT USAGE.

Narrative: FWA ARPT HAS BEGUN A RWY RECONSTRUCTION PROJECT THAT INVOLVES A PARTIAL RWY CLOSURE AND A LNDG THRESHOLD DISPLACEMENT THAT PRESENTS A VERY DANGEROUS OP FOR BOTH ACFT AND CONSTRUCTION PERSONNEL. RWY 23 HAS A DISPLACED THRESHOLD OF 3900 FT AND SUPPOSEDLY THE NE 1700 FT IS CLOSED; HOWEVER; NO NOTAM HAS BEEN ISSUED AS OF THIS DATE AND THE CLOSURE HAS BEEN IN EFFECT FOR OVER 4 HRS. ADDITIONALLY; APPROX 2200 FT OF THE OPEN; BUT DISPLACED PORTION OF RWY 23 IS TOTALLY UNLIT. BUT ACFT ARE BEING ALLOWED TO USE THIS UNLIT PORTION FOR TKOF ON RWY 23 AND LNDG ON RWY 5 AT NIGHT. I WOULD RECOMMEND THE ENTIRE NE 3900 FT OF RWY 23 BE NOTAMED CLOSED. THIS ISSUE HAS BEEN BROUGHT TO THE ATTN OF THE SHIFT SUPVR; BUT NO ACTION HAS YET BEEN TAKEN.
