Narrative:
Aircraft X on a bay tour southeast to northwest at 3500 ft to pass about 1 mi west of sfo VOR. Aircraft X was pointed out to me (sfo) by nct (sutro) as 'miss my traffic by stopping conflicting departures at 3000 ft.' when I cleared aircraft Y; a B737; for takeoff runway 28L; he was on the cuit 2 departure; to turn right heading 030 degrees to intercept and proceed sfo 342 degree radial. When I cleared the B737 aircraft Y for takeoff; aircraft X was at 3500 ft and I was monitoring the ground track to see if the 2 aircraft would conflict. When the B737 aircraft Y became airborne; the ground track of aircraft X dictated the need to altitude restrict the B737 aircraft Y. The problem is that nct descended aircraft X; so I had the B737 aircraft Y stopping at 3000 ft; with aircraft X descending through 3200 ft; to meet/merge at the 342 degree radial 2.5 DME. I solved the conflict via visual separation and instructed the B737 aircraft Y to continue heading 030 degrees not to intercept and proceed the sfo 342 radial. When my supervisor inquired with the controller in charge for the area at nct; he found out the controller in charge was the one working the sector; and didn't think we were on the noise abatement procedures; rather the shoreline 1.

WHEN I CLRED THE B737 ACFT Y FOR TKOF; ACFT X WAS AT 3500 FT AND I WAS MONITORING THE GND TRACK TO SEE IF THE 2 ACFT WOULD CONFLICT. WHEN THE B737 ACFT Y BECAME AIRBORNE; THE GND TRACK OF ACFT X DICTATED THE NEED TO ALT RESTRICT THE B737 ACFT Y.
