Narrative:

2 hours after departure from ZZZ #3 engine annunciated high vibes. Gauge was more than level 3 on both a and B pick-ups. We shut down #3 in accordance with checklist and turned right towards our point of origin. We descended while notifying ATC and were cleared to FL220. We requested return to ZZZ as the safest course of action. An attempt to dump fuel was aborted when #3 tank would not dump. We landed approximately 30000 pounds overweight at 398000 pounds without incident. An emergency was declared on initial notification to ATC while turning back and descending.
