Narrative:

Aircraft #1 aircraft X uni climbing wbound to 10000 ft. Aircraft #2 aircraft Y cmh jqf sebound at 9000 ft. Hts approach called to appreq an altitude on aircraft X departing wbound. We did not have the handoff yet on aircraft Y; and I released 10000 ft. We then combined 2 sectors; which included aircraft Y at 9000 ft. 2 mins; aircraft X departed and called on frequency about 5200 ft. The controller was unable to stop the aircraft below aircraft Y. Aircraft X later informed us he was climbing at 3800 FPM.
