Narrative:

Inbound crew wrote up #1 engine bleed pre-cooler on ECAM page showed amber 140 degree C on climb out from ZZZ. Temperature eventually returned to normal. Aircraft remained overnight at ZZZ2. Maintenance control didn't contact contract maintenance to investigate gripe; instead asked captain to perform an engine start check including pulling circuit breakers and resetting circuit breakers. Engine bleed #1 could be deferred by MEL but MEL required no icing conditions for flight. ZZZ2 WX reported 1500 ft overcast ceiling with temperature at 8 des C (engine anti-ice on). Dispatch wasn't comfortable with deferring because of the icing stipulation. Captain and maintenance controller agreed to sign off gripe based on circuit breaker reset. Aircraft flew to ZZZ1 without any problems. Aircraft was on ground at ZZZ2 for over 6 hours with no maintenance performed by qualified mechanic. I believe there is pressure on maintenance control to avoid calling contract maintenance unless crew objects to performing maintenance tests.

Narrative: INBOUND CREW WROTE UP #1 ENG BLEED PRE-COOLER ON ECAM PAGE SHOWED AMBER 140 DEG C ON CLBOUT FROM ZZZ. TEMP EVENTUALLY RETURNED TO NORMAL. ACFT REMAINED OVERNIGHT AT ZZZ2. MAINT CTL DIDN'T CONTACT CONTRACT MAINT TO INVESTIGATE GRIPE; INSTEAD ASKED CAPT TO PERFORM AN ENG START CHK INCLUDING PULLING CIRCUIT BREAKERS AND RESETTING CIRCUIT BREAKERS. ENG BLEED #1 COULD BE DEFERRED BY MEL BUT MEL REQUIRED NO ICING CONDITIONS FOR FLT. ZZZ2 WX RPTED 1500 FT OVCST CEILING WITH TEMP AT 8 DES C (ENG ANTI-ICE ON). DISPATCH WASN'T COMFORTABLE WITH DEFERRING BECAUSE OF THE ICING STIPULATION. CAPT AND MAINT CTLR AGREED TO SIGN OFF GRIPE BASED ON CIRCUIT BREAKER RESET. ACFT FLEW TO ZZZ1 WITHOUT ANY PROBS. ACFT WAS ON GND AT ZZZ2 FOR OVER 6 HRS WITH NO MAINT PERFORMED BY QUALIFIED MECH. I BELIEVE THERE IS PRESSURE ON MAINT CTL TO AVOID CALLING CONTRACT MAINT UNLESS CREW OBJECTS TO PERFORMING MAINT TESTS.
