Narrative:

Crew reported that the forward and aft emergency light strips were inoperative and won't test on preflight inspections at the gate. I had contract out at the aircraft already for another issue and the mechanic said that the first strip and the last strip were inoperative. Looking at MEL 33-29; it said we could defer 2 strips as long as they were not adjacent to each other and they were not at the exit row. It was understood that the MEL could be issued because they did not fall under the restrs in the MEL. Contract maintenance did the paperwork and entries in the aml for the MEL and the aircraft went. Upon arrival; maintenance found that the aft 3 strips were inoperative. Maintenance replaced a battery pack and fixed the MEL.

Title: AN EMB145 HAD 2 ESCAPE PATH FLOOR EMER LIGHT STRIPS INOP. SINCE LIGHT STRIPS WERE NOT ADJACENT; THE LIGHT STRIPS WERE DEFERRED PER THE MEL. ON ARR AT A MAINT STATION 3 STRIPS WERE FOUND INOP.

Narrative: CREW RPTED THAT THE FORWARD AND AFT EMER LIGHT STRIPS WERE INOP AND WON'T TEST ON PREFLT INSPECTIONS AT THE GATE. I HAD CONTRACT OUT AT THE ACFT ALREADY FOR ANOTHER ISSUE AND THE MECH SAID THAT THE FIRST STRIP AND THE LAST STRIP WERE INOP. LOOKING AT MEL 33-29; IT SAID WE COULD DEFER 2 STRIPS AS LONG AS THEY WERE NOT ADJACENT TO EACH OTHER AND THEY WERE NOT AT THE EXIT ROW. IT WAS UNDERSTOOD THAT THE MEL COULD BE ISSUED BECAUSE THEY DID NOT FALL UNDER THE RESTRS IN THE MEL. CONTRACT MAINT DID THE PAPERWORK AND ENTRIES IN THE AML FOR THE MEL AND THE ACFT WENT. UPON ARR; MAINT FOUND THAT THE AFT 3 STRIPS WERE INOP. MAINT REPLACED A BATTERY PACK AND FIXED THE MEL.
