Narrative:

Aircraft X called the e-a-right for VFR advisories to aaf. He said he was instructed to maintain 1700 ft and contact my frequency. Our LOA with pns ATCT dictates that they are to enter VFR aircraft into the NAS; call for release of all IFR and VFR departures; and if an aircraft does not automatic-acquire via the ARTS; they are required to coordination and verify the departure controller has established radar contact. 'None' of these were accomplished. The controller in charge was immediately made aware of the situation. When I returned to work that evening; I mentioned this situation to the supervisor; who then informed me that he had never been made aware of it.

Title: P31 CTLR DESCRIBED INCIDENT WHEN PNS TWR CTLR FAILED TO COMPLY WITH LOA WITH REGARD TO A VFR ACFT'S ENTRY INTO THE NAS.

'NONE' OF THESE WERE ACCOMPLISHED. THE CIC WAS IMMEDIATELY MADE AWARE OF THE SITUATION. WHEN I RETURNED TO WORK THAT EVENING; I MENTIONED THIS SITUATION TO THE SUPVR; WHO THEN INFORMED ME THAT HE HAD NEVER BEEN MADE AWARE OF IT.
