Narrative:

On selection of flaps 5 degrees; flap indicators indicated 4 degrees on left and 7 degrees on right with the leading edge disagreement light illuminated. A missed approach was initiated after attempting to move flaps with no results; we initiated the trailing edge flap disagreement checklist and determined a flaps 15 degree landing with alternate flap extension would be necessary. After coordinating with dispatch and crew; we decided to divert to ZZZ2. This was after setting up a hold. Flight to ZZZ2 was flown at 210 KTS with flaps indication 4 degrees and 7 degrees. Approach to ZZZ2 was with alternate flaps 15 degrees selected. Final indications were 4 degrees and 15 degrees with flap green light. After touchdown the flap indicators were normal.
