Narrative:

The most recent chart revision had us add page xx to jackson hole; even though the page is dated 30/jul/04. For a noise abatement departure runway 19; it says to make a 45 degree turn at the end of the runway (we basically do that by turning to a 155 degree heading) and then proceeding on course out of 8500. Our procedures say to proceed on course about MEA; which is about 14000 ft MSL headed east. A turn at 8500 would put you into the mountains. Why did we add this page when we already have a noise abatement/terrain avoidance procedure for this airport? Now a crew is presented with conflicting guidance; some of which is dangerous (turning at 8500). I think this needs to be looked at again.

FOR A NOISE ABATEMENT DEP RWY 19; IT SAYS TO MAKE A 45 DEG TURN AT THE END OF THE RWY (WE BASICALLY DO THAT BY TURNING TO A 155 DEG HDG) AND THEN PROCEEDING ON COURSE OUT OF 8500. OUR PROCS SAY TO PROCEED ON COURSE ABOUT MEA; WHICH IS ABOUT 14000 FT MSL HEADED E. A TURN AT 8500 WOULD PUT YOU INTO THE MOUNTAINS. WHY DID WE ADD THIS PAGE WHEN WE ALREADY HAVE A NOISE ABATEMENT/TERRAIN AVOIDANCE PROC FOR THIS ARPT? NOW A CREW IS PRESENTED WITH CONFLICTING GUIDANCE; SOME OF WHICH IS DANGEROUS (TURNING AT 8500). I THINK THIS NEEDS TO BE LOOKED AT AGAIN.
