Narrative:
Aircraft X was cruising at FL370 on a direct clearance from crg VOR to sav VOR. The TCAS TA alert went off approximately 60 NM south of sav VOR directing our attention to a descending aircraft at our 1 O'clock position. As we visually scanned for the aircraft the RA alert occurred. A descending left turn was initiated and a clear of conflict message was received as we descended through approximately FL360. ATC initiated no communication before; during; or after. The other aircraft asked ATC about the aircraft that they saw. I idented us as aircraft X; and they idented themselves as air carrier Y. Air carrier Y did see our aircraft; but we never saw them. In response to air carrier Y's inquiry; ATC said they were 'starting a tape.' the problem arose from flawed ATC instructions to air carrier Y. The problem was discussed by us with a TCAS TA. Corrective action: hand flown descending turn by our aircraft.

Title: HS125 AT FL370 TAKES EVASIVE ACTION OF A DSNDING L TURN IN RESPONSE TO A TCAS RA.
Narrative: ACFT X WAS CRUISING AT FL370 ON A DIRECT CLRNC FROM CRG VOR TO SAV VOR. THE TCAS TA ALERT WENT OFF APPROX 60 NM S OF SAV VOR DIRECTING OUR ATTN TO A DSNDING ACFT AT OUR 1 O'CLOCK POS. AS WE VISUALLY SCANNED FOR THE ACFT THE RA ALERT OCCURRED. A DSNDING L TURN WAS INITIATED AND A CLR OF CONFLICT MESSAGE WAS RECEIVED AS WE DSNDED THROUGH APPROX FL360. ATC INITIATED NO COM BEFORE; DURING; OR AFTER. THE OTHER ACFT ASKED ATC ABOUT THE ACFT THAT THEY SAW. I IDENTED US AS ACFT X; AND THEY IDENTED THEMSELVES AS ACR Y. ACR Y DID SEE OUR ACFT; BUT WE NEVER SAW THEM. IN RESPONSE TO ACR Y'S INQUIRY; ATC SAID THEY WERE 'STARTING A TAPE.' THE PROB AROSE FROM FLAWED ATC INSTRUCTIONS TO ACR Y. THE PROB WAS DISCUSSED BY US WITH A TCAS TA. CORRECTIVE ACTION: HAND FLOWN DSNDING TURN BY OUR ACFT.
