Refueling panel left open after refueling in ZZZ. This fact was not spotted by anyone until a baggage handler in ZZZ1 saw it during taxi in. WX conditions were heavy rain at both airports. Damage to door and hinge deferred. Fueling in ZZZ began late due to suspension of fueling due to lightning strikes near airport. Textbook rush job.
