Narrative:

At time of descent; when ready to power back; found throttle control lever to be inoperative (unable to reduce cruise power setting). Contacted tower to relay problem. Tower responded to request needs if able. Requested 'emergency landing; l-hand circle down at end of runway 11. Need of tow from runway exit to transient parking.' landed and taxied off main runway; stopped and met emergency response and was towed to parking. Upon inspection found cotter pin failed and allowed clevis pin to extract from throttle lever/control cable connection. Cotter pin replaced with new; and inspected by local a&P mechanic. Corrective/preventive action could be; replace all quadrant cotter pins at all annual inspections. Far and ATC instructions were followed in the event.

UPON INSPECTION FOUND COTTER PIN FAILED AND ALLOWED CLEVIS PIN TO EXTRACT FROM THROTTLE LEVER/CTL CABLE CONNECTION. COTTER PIN REPLACED WITH NEW; AND INSPECTED BY LCL A&P MECH. CORRECTIVE/PREVENTIVE ACTION COULD BE; REPLACE ALL QUADRANT COTTER PINS AT ALL ANNUAL INSPECTIONS. FAR AND ATC INSTRUCTIONS WERE FOLLOWED IN THE EVENT.
