Narrative:

Working local control; numerous arrs and departures for runway 27R; and numerous arrs for runway 27L. The cherokee was cleared to land on runway 27L but instead landed on runway 27R. The B737 was on taxiway C approaching runway 27R. I cleared him for taxiway not realizing the cherokee had landed on his runway. I picked up the binoculars to look for the cherokee and at the same time the cherokee pilot reported on the ground wanting to go to customs. I looked at runway 27L and taxiway left (a lot of aircraft land on taxiway left instead of runway 27L) then runway 27R. I found him; told him to exit the runway; and contact ground control. I then cancelled the B737's takeoff clearance. The cherokee cleared runway 27R. I then reclred the B737 for takeoff. Because of delay in the B737 departure; I had to send a BE55 on final around to be resequenced. The B737 had not begun takeoff roll when his departure clearance was canceled. The cherokee did not overfly an aircraft on runway 27R. Runway 27L and runway 27R are very close together and the placement of the d-brite on the east side of the tower makes it difficult to see aircraft angling for runway 27L and the ht (or lack thereof) plus the distance from the east end of the airport makes it difficult to see arrs landing west. An asde would make it much easier to find aircraft on the ground.

Title: PBI LCL CTLR FAILED TO OBSERVE LNDG PA28 LINE UP AND LAND ON WRONG PARALLEL RWY AND CANCELED ACR'S TKOF CLRNC.

Narrative: WORKING LCL CTL; NUMEROUS ARRS AND DEPS FOR RWY 27R; AND NUMEROUS ARRS FOR RWY 27L. THE CHEROKEE WAS CLRED TO LAND ON RWY 27L BUT INSTEAD LANDED ON RWY 27R. THE B737 WAS ON TXWY C APCHING RWY 27R. I CLRED HIM FOR TXWY NOT REALIZING THE CHEROKEE HAD LANDED ON HIS RWY. I PICKED UP THE BINOCULARS TO LOOK FOR THE CHEROKEE AND AT THE SAME TIME THE CHEROKEE PLT RPTED ON THE GND WANTING TO GO TO CUSTOMS. I LOOKED AT RWY 27L AND TXWY L (A LOT OF ACFT LAND ON TXWY L INSTEAD OF RWY 27L) THEN RWY 27R. I FOUND HIM; TOLD HIM TO EXIT THE RWY; AND CONTACT GND CTL. I THEN CANCELLED THE B737'S TKOF CLRNC. THE CHEROKEE CLRED RWY 27R. I THEN RECLRED THE B737 FOR TKOF. BECAUSE OF DELAY IN THE B737 DEP; I HAD TO SEND A BE55 ON FINAL AROUND TO BE RESEQUENCED. THE B737 HAD NOT BEGUN TKOF ROLL WHEN HIS DEP CLRNC WAS CANCELED. THE CHEROKEE DID NOT OVERFLY AN ACFT ON RWY 27R. RWY 27L AND RWY 27R ARE VERY CLOSE TOGETHER AND THE PLACEMENT OF THE D-BRITE ON THE E SIDE OF THE TWR MAKES IT DIFFICULT TO SEE ACFT ANGLING FOR RWY 27L AND THE HT (OR LACK THEREOF) PLUS THE DISTANCE FROM THE E END OF THE ARPT MAKES IT DIFFICULT TO SEE ARRS LNDG W. AN ASDE WOULD MAKE IT MUCH EASIER TO FIND ACFT ON THE GND.
