5 of our passenger in the emergency exit rows could not understand english; in business and economy class. This caused an extremely hectic boarding process and one of the passenger was yelling because he felt discriminated against. This happens continually out of singapore -- maybe it's because the agents are contracted out and don't seem to care about safety.

Title: CABIN ATTENDANT RPTS PAX AGENTS AT FOREIGN ARPT FAIL TO ENSURE PAX IN EXIT ROWS ARE ENGLISH SPEAKING PER COMPANY POLICY. CITES CONTRACT NATURE OF AGENT'S EMPLOYMENT AS A POSSIBLE REASON FOR THEIR COMPLACENCY.

Narrative: 5 OF OUR PAX IN THE EMER EXIT ROWS COULD NOT UNDERSTAND ENGLISH; IN BUSINESS AND ECONOMY CLASS. THIS CAUSED AN EXTREMELY HECTIC BOARDING PROCESS AND ONE OF THE PAX WAS YELLING BECAUSE HE FELT DISCRIMINATED AGAINST. THIS HAPPENS CONTINUALLY OUT OF SINGAPORE -- MAYBE IT'S BECAUSE THE AGENTS ARE CONTRACTED OUT AND DON'T SEEM TO CARE ABOUT SAFETY.
