Narrative:

Flying south on A300; ATC makes us descend due to other traffic deviating for WX. It ended up putting us in the top of convective activity causing moderate bordering on severe turbulence. I was already deviating left of course for WX. I ask for climb to FL350 and was told twice to stand by and then unable. I told them I was declaring captain's emergency authority/authorized and climbing to FL350. They were concerned about traffic over ZZZ1 while we were 200 NM north of ZZZ2. I was then cleared to fly at FL360 the rest of the leg.
