Narrative:

On arrival into ZZZ; we were given several altitude assignments; speed restrs; and encountered icing conditions that had a negative impact on our fuel situation. ATIS information indicated landing on runway 22R. I became concerned with traffic flows; as long downwind; base and final legs are common in ZZZ. As we began our descent with center; I stated we were approaching minimum fuel and asked for any shortcuts. When handed off to approach; I asked about flows. He stated to expect 20-30 mi final for runway 22R. I stated we were minimum fuel and asked for shortcuts. When handed off to the next approach controller; I stated minimum fuel and asked for flow and service information. He said expect 20-30 mi final. I stated minimum fuel and he offered a 13 mi final. I said the shorter the better and would take whatever he could give us. He then declared an emergency and cleared other airplanes off the approach and vectored us onto about an 11 mi final. We landed with about 8600 pounds of fuel (reserve was approximately 7100 pounds).

I BECAME CONCERNED WITH TFC FLOWS; AS LONG DOWNWIND; BASE AND FINAL LEGS ARE COMMON IN ZZZ. AS WE BEGAN OUR DSCNT WITH CTR; I STATED WE WERE APCHING MINIMUM FUEL AND ASKED FOR ANY SHORTCUTS. WHEN HANDED OFF TO APCH; I ASKED ABOUT FLOWS. HE STATED TO EXPECT 20-30 MI FINAL FOR RWY 22R. I STATED WE WERE MINIMUM FUEL AND ASKED FOR SHORTCUTS. WHEN HANDED OFF TO THE NEXT APCH CTLR; I STATED MINIMUM FUEL AND ASKED FOR FLOW AND SVC INFO. HE SAID EXPECT 20-30 MI FINAL. I STATED MINIMUM FUEL AND HE OFFERED A 13 MI FINAL. I SAID THE SHORTER THE BETTER AND WOULD TAKE WHATEVER HE COULD GIVE US. HE THEN DECLARED AN EMER AND CLRED OTHER AIRPLANES OFF THE APCH AND VECTORED US ONTO ABOUT AN 11 MI FINAL. WE LANDED WITH ABOUT 8600 LBS OF FUEL (RESERVE WAS APPROX 7100 LBS).
