Narrative:

MVFR; night; not familiar with approach to runway 4L from ILS runway 15R; first time flying with this first officer. Fatigue. Cleared for runway 15R ILS circle to runway 4L. First officer PF. Airport came in sight but not runway 4L. Tower brought lights up; runway 4L came into sight. First officer got high and slow; then fast and high. During the base leg; other traffic was landing parallel on runway 4R; so we had to keep the base/final tight. First officer did not give himself a final. He rolled out to final 50-100 ft from threshold 4 white on PAPI. He reduced power too much and we got a sink rate warning; then he pulled up and we floated down the runway. I called for a go around and he hesitated. I decided to take the controls as we touched down; so I did not go around. We exited runway safely with runway left; but we did not touch down in touchdown zone 1/3 of runway. I should have been more aggressive on the go around and should have initiated it sooner; better briefed the approach with first officer. I should have asked if he was comfortable with the approach; or should not have accepted the approach with MVFR WX.

Narrative: MVFR; NIGHT; NOT FAMILIAR WITH APCH TO RWY 4L FROM ILS RWY 15R; FIRST TIME FLYING WITH THIS FO. FATIGUE. CLRED FOR RWY 15R ILS CIRCLE TO RWY 4L. FO PF. ARPT CAME IN SIGHT BUT NOT RWY 4L. TWR BROUGHT LIGHTS UP; RWY 4L CAME INTO SIGHT. FO GOT HIGH AND SLOW; THEN FAST AND HIGH. DURING THE BASE LEG; OTHER TFC WAS LNDG PARALLEL ON RWY 4R; SO WE HAD TO KEEP THE BASE/FINAL TIGHT. FO DID NOT GIVE HIMSELF A FINAL. HE ROLLED OUT TO FINAL 50-100 FT FROM THRESHOLD 4 WHITE ON PAPI. HE REDUCED PWR TOO MUCH AND WE GOT A SINK RATE WARNING; THEN HE PULLED UP AND WE FLOATED DOWN THE RWY. I CALLED FOR A GAR AND HE HESITATED. I DECIDED TO TAKE THE CTLS AS WE TOUCHED DOWN; SO I DID NOT GO AROUND. WE EXITED RWY SAFELY WITH RWY L; BUT WE DID NOT TOUCH DOWN IN TOUCHDOWN ZONE 1/3 OF RWY. I SHOULD HAVE BEEN MORE AGGRESSIVE ON THE GAR AND SHOULD HAVE INITIATED IT SOONER; BETTER BRIEFED THE APCH WITH FO. I SHOULD HAVE ASKED IF HE WAS COMFORTABLE WITH THE APCH; OR SHOULD NOT HAVE ACCEPTED THE APCH WITH MVFR WX.
