Narrative:

While getting an instrument proficiency check from an instructor; I was vectored by syr approach to the ILS 33 approach to fzy. Winds at syr were 230 degrees at 7 KTS. On short final syr approach cleared me to change to advisory frequency for a full stop landing. As I crossed the approach end of runway 33; a mooney taxied into position for departure on runway 15. Due to the distance (5200 ft runway) I did not see the other aircraft until I was on the ground. We communicated on CTAF and he held position until I taxied off the runway. I was too intent on staying on GS and should have shifted to CTAF sooner.
