Narrative:

Working mobile approach control; all position combined on the east radar position; the ARTS failed; causing all data blocks to drop off the radar scope. Partial data came back after a couple of mins. Not all data tags reacquired on targets. The east radar scope had no data come back up. The 2 other radar scopes that had only some of the targets tagged would not let us manually tag untagged targets. The cipher lock on the equipment room would not work; so we had to wait for a supervisor to bring a key to get in to reset the ARTS computer. There were 8 aircraft on frequency; but no separation was lost.

Title: MOB CTLR DESCRIBED LOSS OF ARTS COMPUTER AND LACK OF TIMELY ACCESS TO THE EQUIP ROOM TO RESTART THE ARTS PROGRAM.

Narrative: WORKING MOBILE APCH CTL; ALL POS COMBINED ON THE E RADAR POS; THE ARTS FAILED; CAUSING ALL DATA BLOCKS TO DROP OFF THE RADAR SCOPE. PARTIAL DATA CAME BACK AFTER A COUPLE OF MINS. NOT ALL DATA TAGS REACQUIRED ON TARGETS. THE E RADAR SCOPE HAD NO DATA COME BACK UP. THE 2 OTHER RADAR SCOPES THAT HAD ONLY SOME OF THE TARGETS TAGGED WOULD NOT LET US MANUALLY TAG UNTAGGED TARGETS. THE CIPHER LOCK ON THE EQUIP ROOM WOULD NOT WORK; SO WE HAD TO WAIT FOR A SUPVR TO BRING A KEY TO GET IN TO RESET THE ARTS COMPUTER. THERE WERE 8 ACFT ON FREQ; BUT NO SEPARATION WAS LOST.
