Narrative:

We were cleared for takeoff on runway 13 at rst. Tower reported the visibility as 1/4 mile. While taxiing on to the runway; we observed the first 1000 ft of runway centerline lights as red; followed by the next 2000 ft of runway centerline lights as alternating red/white. Beyond the beginning 3000 ft; the runway centerline lights were white. Prior to starting the takeoff roll; we verified the correct runway and position by noting the '13' markings on the pavement. It appears the centerline light lenses were installed incorrectly at the beginning of runway 13.
