Narrative:
Found out on tuesday that the maintenance procedure for the MEL dealing with the right pack turbo fan (can't recall the MEL number) on aircraft was improperly done -- in that maintenance had not manually deactivated the valve. I believe this was supposed to be accomplished by air carrier maintenance.

Title: A B737-400 R PACK TURBO FAN WAS IMPROPERLY DEFERRED INOP PER THE MEL. SPECIAL PROC TO DEACTIVATE THE CTL VALVE WAS NOT ACCOMPLISHED.
Narrative: FOUND OUT ON TUESDAY THAT THE MAINT PROC FOR THE MEL DEALING WITH THE R PACK TURBO FAN (CAN'T RECALL THE MEL NUMBER) ON ACFT WAS IMPROPERLY DONE -- IN THAT MAINT HAD NOT MANUALLY DEACTIVATED THE VALVE. I BELIEVE THIS WAS SUPPOSED TO BE ACCOMPLISHED BY ACR MAINT.
