Narrative:
Abq was landing on runways 8 and 35. The winds were strong and gusty from the northwest. At an elevation of 5355 ft you wonder why they would be landing aircraft on runway 8 with a big tailwind; day VMC. I wondered too and decided to land on runway 35 with a quartering headwind. As I touched down; I saw an F16 aircraft either on takeoff or landing roll on runway 8 going past our nose about 3500 ft in front of us. Is there a new regulation out that lets the tower authority/authorized that?
