Narrative:

Captain was taxiing. We were cleared to taxi to runway 10C. Upon reaching the 10C approach sign (red); captain was unclear as to the location of the actual runway 10C hold short sign. There were no blinking hold short lights (tower later explained they were out of service). Both the captain and I (first officer) feel the signage is poor and unclear as to the runway 10C hold short point. No infraction was made. We would like to bring attention to the poor markings/signs; as it is a safety hazard; potentially. The meaning of the 10C approach sign is ambiguous.
