Narrative:

On nov/sun/05 while technician Y was changing the crew oxygen bottle (for time); he noticed the radio rack fan was intermittent. Then technician Y notified me. I told technician Y to start the deferred item on the fan. Technician Y was on the line truck doing the paperwork. I grabbed the circuit breaker collars and ran back to the cockpit to pull and collar breakers. I came down off the aircraft X and told technician Y I pulled and collared circuit breakers. I pulled and collared the 3 phase circuit breaker for the radio rack fan. I should have collared the radio rack cooling valve circuit breaker instead.

Title: A DC8 INCURRED A FLT DELAY WHILE ACCOMPLISHING MEL SPECIAL PROCS FOR THE RADIO RACK COOLING FAN DEFERRED INOP.

I GRABBED THE CIRCUIT BREAKER COLLARS AND RAN BACK TO THE COCKPIT TO PULL AND COLLAR BREAKERS. I CAME DOWN OFF THE ACFT X AND TOLD TECHNICIAN Y I PULLED AND COLLARED CIRCUIT BREAKERS. I PULLED AND COLLARED THE 3 PHASE CIRCUIT BREAKER FOR THE RADIO RACK FAN. I SHOULD HAVE COLLARED THE RADIO RACK COOLING VALVE CIRCUIT BREAKER INSTEAD.
