Narrative:

I climbed air carrier X nebound from FL330 climb to FL370. When I noticed the slow climb; I turned air carrier Y nwbound 15 degrees left for direct eck. After 30 seconds; I observed no turn (I believe that had the air carrier Y initiated the turn; that the error would have been avoided). I turned the dal further and I also turned the air carrier X; but separation was lost.
