Narrative:

Our aircraft was on taxiway a; holding short of runway 23/5. Both runways 23 and 17 were being used for takeoffs/lndgs. Azo tower was handling both tower and ground frequency. Tower instructed us 'cleared to cross runway 23' and we began to cross runway 23. Captain cleared his left and I cleared the right. Midway through crossing; I observed a small C172 in the flare on runway 23; it touched down and began braking. We were almost off the runway at that point. I notified tower and we were told to contact them. Factors: numerous student pilots in 2 traffic patterns for runway 23 and runway 17. Tower handling both frequencys and was overloaded. C172 did not initiate go around. C172 difficult to see in backgnd of tree line. Spoke with tower supervisor who stated; 'they screwed up.'

Narrative: OUR ACFT WAS ON TXWY A; HOLDING SHORT OF RWY 23/5. BOTH RWYS 23 AND 17 WERE BEING USED FOR TKOFS/LNDGS. AZO TWR WAS HANDLING BOTH TWR AND GND FREQ. TWR INSTRUCTED US 'CLRED TO CROSS RWY 23' AND WE BEGAN TO CROSS RWY 23. CAPT CLRED HIS L AND I CLRED THE R. MIDWAY THROUGH XING; I OBSERVED A SMALL C172 IN THE FLARE ON RWY 23; IT TOUCHED DOWN AND BEGAN BRAKING. WE WERE ALMOST OFF THE RWY AT THAT POINT. I NOTIFIED TWR AND WE WERE TOLD TO CONTACT THEM. FACTORS: NUMEROUS STUDENT PLTS IN 2 TFC PATTERNS FOR RWY 23 AND RWY 17. TWR HANDLING BOTH FREQS AND WAS OVERLOADED. C172 DID NOT INITIATE GAR. C172 DIFFICULT TO SEE IN BACKGND OF TREE LINE. SPOKE WITH TWR SUPVR WHO STATED; 'THEY SCREWED UP.'
