Narrative:

Given instructions to taxi out via taxiway B; taxiway F; hold short of runway 22 at taxiway F behind air carrier Y. Taxied as requested onto taxiway F behind air carrier Y. Air carrier Y crossed runway 22 and I began to pull up to hold short of runway 22. Visibility was difficult with rain and moisture on the windows of the aircraft. I stopped short as instructed by ground with what appeared to be about 50 ft from the runway 22 and with green taxi lights in view up to runway 22. Yet at this intersection of taxiway F and runway 22; there are no hold short lights of any kind and with only paint lines on the ground and glare on the ground; it is very difficult to see. I believed I had stopped well short of the runway and had parked the brake awaiting further clearance from ground. Ground came up and asked us to hold our position and the first officer replied we were already stopped. Apparently ground perceived we had crossed the hold short line and tower had sent an air carrier flight on approach to runway 22 around. We advised ground we were well short and yet it was difficult to see the paint lines on the taxiway. Ground acknowledged that visibility at that intersection is difficult. Airport diagrams were out on both sides of the cockpit. This routing to runway 13 is common and yet the airport facility has done nothing to add additional lights to enhance safety on the ground. We did continue across runway 22 on taxiway F to taxiway bb to east to dd to G and to P.

Title: AN MD80 CREW NOTES THAT LGA RWY 4/22 HOLD SHORT LINES AT TXWY F ARE VERY DIFFICULT TO SEE AT NIGHT WITH WET SURFACES.

Narrative: GIVEN INSTRUCTIONS TO TAXI OUT VIA TXWY B; TXWY F; HOLD SHORT OF RWY 22 AT TXWY F BEHIND ACR Y. TAXIED AS REQUESTED ONTO TXWY F BEHIND ACR Y. ACR Y CROSSED RWY 22 AND I BEGAN TO PULL UP TO HOLD SHORT OF RWY 22. VISIBILITY WAS DIFFICULT WITH RAIN AND MOISTURE ON THE WINDOWS OF THE ACFT. I STOPPED SHORT AS INSTRUCTED BY GND WITH WHAT APPEARED TO BE ABOUT 50 FT FROM THE RWY 22 AND WITH GREEN TAXI LIGHTS IN VIEW UP TO RWY 22. YET AT THIS INTXN OF TXWY F AND RWY 22; THERE ARE NO HOLD SHORT LIGHTS OF ANY KIND AND WITH ONLY PAINT LINES ON THE GND AND GLARE ON THE GND; IT IS VERY DIFFICULT TO SEE. APPARENTLY GND PERCEIVED WE HAD CROSSED THE HOLD SHORT LINE AND TWR HAD SENT AN ACR FLT ON APCH TO RWY 22 AROUND. WE ADVISED GND WE WERE WELL SHORT AND YET IT WAS DIFFICULT TO SEE THE PAINT LINES ON THE TXWY. GND ACKNOWLEDGED THAT VISIBILITY AT THAT INTXN IS DIFFICULT. ARPT DIAGRAMS WERE OUT ON BOTH SIDES OF THE COCKPIT. THIS ROUTING TO RWY 13 IS COMMON AND YET THE ARPT FACILITY HAS DONE NOTHING TO ADD ADDITIONAL LIGHTS TO ENHANCE SAFETY ON THE GND. WE DID CONTINUE ACROSS RWY 22 ON TXWY F TO TXWY BB TO E TO DD TO G AND TO P.
